DELMAR, NEW YORK, UNITED STATES, June 23, 2017 /EINPresswire.com/ -- Governor Andrew Cuomo took decisive actions to block and prevent a critical lifesaving and discrimination ending 911 Civil Rights Bill to protect and finally ensure equal rights for 1,000,000 New Yorkers with disabilities from coming to the floor of both houses for a vote. This critical legislation which has massive bi-partisan support, three quarters of all State legislators (156) signed on as co-sponsors, would simply finally ensure swift 911 first responder medical and police assistance and services for people with disabilities in New York State.
On the last day of the legislative session, the same day that the most important piece of legislation in New York State’s history to protect and ensure equal rights for the disabled should have been voted on, but instead blocked by Governor Cuomo, Cuomo cuts a 5 year contract deal with CSEA bosses. I am reminded of a news stories called, “Cuomo’s allies charged in corruption scheme” written by Jimmy Vielkind of Politico in which in this news piece it is quoted “Percoco, who Cuomo has likened to a brother, as desperate for money to meet the obligations of a large mortgage. He sought “ziti,” a synonym for cash culled from the HBO series “The Sopranos,” http://www.politico.com/states/new-york/albany/story/2016/09/cuomo-aide-percoco-charges-105711.
Governor Cuomo appears to be promising more money to the Unions in exchange for protection. Sounds like the mafia and organized crime to me, what do you think? Who gets the money and who gets the protection? In this case both parties get both, but who has the most to lose, Governor Cuomo, without question. Let me clearly explain, Governor Cuomo has set up and is running a criminal enterprise, a State agency, under a crafty and deceptive new name wrongfully titled, “The Justice Center for the Protection of Special Needs” (Justice Center) https://www.buzzfeed.com/benhattem/scathing-report-says-ny-agency-is-failing-people-with-disabi?utm_term=.gtOL6MxO5#.gjNVa5XrZ and https://www.buzzfeed.com/benhattem/legislators-and-advocates-call-for-overhaul-of-justice-cente?utm_term=.uowO2gxPN#.ern54e6k2 . This fraudulent entity regularly and daily obstructs justice and is involved in a massive Medicaid Ponzi and Criminal Conspiracy Scheme. Governor Cuomo set up this State agency to cover-up. The Justice Center was not set up to protect people with special needs from abuse or neglect as claimed by the governor, but instead, it was set up to cover-up most reported and witnessed physical and sexual assault crimes, rapes and criminally negligent deaths of people with disabilities and those struggling with mental illness in both State and private facilities and group homes under his authority.
By blocking the historic 911 Civil Rights legislation from being voted on, Governor Cuomo appears to be doing everything imaginable to protect himself from the exposure of what he is not only involved in, but has organized and controls. Governor Cuomo cannot let these thousands of calls to go to 911 call systems throughout New York State, because his corruption scheme will be completely brought to light. So at the expense of many hundreds of precious innocent lives of children and adults with disabilities that will die because they simply did not get 911 emergency medical assistance alone, Governor Cuomo used his power a block this historic 911 Civil Rights bill from being easily passed and to sent to his desk.
Governor Cuomo and CSEA Union bosses have given every appearance of washing each other’s hands in many different ways. Everyone knows that the root of all evil surrounds the love of money. We also know the famous quote from Lord Acton - “Power tends to corrupt, absolute power corrupts absolutely.” Governor Andrew Cuomo actually said in the New York Daily News piece written by Glenn Blain titled “Gov. Andrew Cuomo says ‘I am the government’ – “I am the government,” Cuomo said on Albany Talk 1300.” Mr. Blain starts this incredible story surrounding great pride and arrogance with these words “Gov. Cuomo no longer sees himself as just a governor –he is the government.” http://www.nydailynews.com/new-york/gov-andrew-cuomo-government-article-1.975258 I am reminded of the meeting I had with Governor Cuomo on the same day he literally rolled out his Justice Center Scheme, it was May 7, 2012 https://www.governor.ny.gov/news/governor-cuomo-announces-first-nation-reforms-protect-people-special-needs-and-disabilities . On that tragic and shameful day in NYS history, I told the governor in our meeting that crimes against people with disabilities must be reported directly to 911 so that independent local police can respond immediately to assist and protect people with disabilities like for anyone else. What I next heard from Governor Andrew Cuomo was extremely disturbing, he emphatically and boldly said -independent? Governor Cuomo was implying that he controlled everything and that he was setting up his own agency which he would control-period. The Governor’s plan is unconstitutional; the governor’s plan is extremely dangerous and deadly. The governor’s plan circumvents the normal 911 call systems and normal criminal justice systems throughout NYS so that all crimes and deaths of people with disabilities would be reported to him instead, so that most could be easily covered-up.
The historic 911 Civil Rights Bill would simply require those that work with the disabled to call 911 if there is a medical emergency, including a death, significant injuries of a person with a disability or if there was a physical or sexual assault- which are crimes. The 911 Civil Rights Bill really is that simple. The fact of the matter is, this 911 bill should not have to be fought for because the 911 emergency call systems were put in place for everyone decades ago. Why are we treating the disabled unequally and discriminating against them? Tragically, people with disabilities have been treated unequally for decades and they are being denied in most circumstances immediate medical and police assistance costing many hundreds their lives every year. Between 11 and 13 deaths of people with disabilities are occurring every day on average throughout New York State’s extremely dangerous and deadly mental health care system and many are due to abuse or neglect http://www.nytimes.com/interactive/nyregion/abused-and-used-series-page.html?_r=0 . The number one known and documented trend leading to what are being called “untimely” deaths of people with developmental and intellectual disabilities is not calling 911. The number two and three known trends are choking deaths and bowel management or deaths because of a person being backed up and not receiving help and dying of sepsis. All these known trends all surround not calling 911 and are really negligent deaths in most cases because they are preventable, if only 911 was called and emergency medical personnel able to help them. Governor Cuomo influenced legislative leaders to not bring the massively supported 911 Civil Rights Bill to the floor for a vote because he knew the bill would have been sent to his desk for signing. Governor Cuomo simply does not want the reporting to go to 911 where it should go, but instead to an agency that he totally controls that is corrupt that has no oversight whatsoever. Governor Cuomo’s actions and inactions will ensure that many hundreds of more innocent and extremely vulnerable people with disabilities will tragically die prematurely as a direct result of his negligence and his gross discriminatory beliefs regarding the disabled, if this is not turned around swiftly. This deadly discrimination and gross injustice must be stopped now.
I must end this with some very disturbing statements directly quoted from the CSEA - Memorandum of OPPOSITION letter to legislators regarding the 911 Civil Rights Bill. “There is no doubt that the Justice Center needs reforms. However, this legislation fails to advance any meaningful change that will benefit those in need of protection.” This is discrimination. Is CSEA actually saying that people with disabilities do not need 911 first responder medical and police services that everyone else needs and is entitled to? Yes, that is exactly what they are saying, unless they meant the protection of their CSEA workers that are involved in committing or covering up crimes and deaths of people with disabilities instead of those they are serving?
“CSEA does not defend the current operations of the Justice Center. However, this legislation will make a bad situation worse…” How can CSEA workers witnessing physical or sexual assaults, rapes, significant and suspicious injuries and deaths by calling 911 make a situation worse?
CSEA bosses are wrongfully speaking by claiming to be a voice for their members with this letter to State legislators saying that their members “strongly urges the defeat of this legislation.” This is the position of CSEA President Danny Donohue and other CSEA bosses, not the vast majority of CSEA workers and caregivers for people with disabilities that are amazing people that are doing amazing work. All requests to speak with CSEA President Danny Donohue and for CSEA to immediately reverse their discriminatory and deadly position on 911 reporting were ignored. This is how it is directly quoted, “On behalf of more than 300,000 active and retired, public and private employees across New York State, CSEA strongly urges the defeat of this legislation.”
It is Governor Cuomo and CSEA bosses, not most of the 300,000, that think it is fine to not provide immediate 911 first responder medical and police assistance and services for people with disabilities when they are in medical distress, a victim of a physical or sexual assault crime or died. It is Governor Cuomo and the CSEA bosses, the ones in power, that quite clearly are far more concerned about money than for the safety, health lives or equal rights of 1,000,000 New Yorkers with disabilities. Dr. Martin Luther King Jr. would be outraged at such levels of discrimination and injustices and so should everyone of a sound mind.
