New government decree changes rules on guest workers in Hungary, National Card
The Hungarian government accepted and published a new decree regarding the employment of guest workers in Hungary. Most of the new rules will be effective after 1 July.
New government decree changes rules on guest workers
According to hvg.hu, different regulations will apply to the preparatory and operational phases of investments concerning the employment of guest workers in Hungary after 1 July. Based on a new government decree published on Thursday night, guest workers working on the preparation and operational phases of investments will be able to come with a preliminary collective work permit and remain in Hungary for a maximum of one or three years, depending on the category. Their number will be included in the cumulative number of residence permits issued yearly.
Furthermore, the Hungarian government would like to ease the employment of third-country nationals living near the Hungarian borders and commuting to work from Serbian and Ukrainian settlements close to the border. Based on the new decree, they will be entitled to the so-called National Card, a special residency permit.
Work permits for the preparatory phase of investments will be valid for a maximum of three years or until the completion of the investment. Meanwhile, work permits issued for guest workers employed in the operational phase will only be valid for a maximum of 1 year. Authorities must keep an eye on the maximum number of work permits issued in a year in Hungary, which cannot exceed 35 thousand, a number defined by the country’s national economy minister, Márton Nagy.
New regulations concerning the National Card
National Cards can be received by regular commuters living in Serbia or Ukraine, coming to Hungary to work. An important prerequisite is that the foreign national must have permanent residency in Serbia or Ukraine. In Hungary, they cannot have a permanent or temporary residence. Furthermore, their employers must have at least five full-time Hungarian or EU nationals on the payroll for at least six months. Moreover, the employer must not have any tax or contribution arrears, and must not be under liquidation proceedings.
The rules only apply to employers in Borsod-Abaúj-Zemplén, Szabolcs-Szatmár-Bereg, Hajdú-Bihar, Békés, Csongrád-Csanád, Bács-Kiskun and Baranya counties; the counties sharing borders with Serbia and Ukraine. Third-country nationals who obtain a National Card cannot get a national residency card and cannot invite foreign nationals, only if a child is born into the family during the validity of the National Card. In that case, the Hungarian authorities must issue a National Card for the baby.
According to hvg.hu, the new rules will be effective after 1 July.

Thousands – who have lived in Hungary for NUMBER(s) of years.
Self Funded – Retirees.
Property Owners.
Self Funded – Medical Policy’s.
Current passports from the countrys of there Birth.
Democratic countrys – or that there countrys of Birth – EMBRACE – Democracy.
Presently being told by the Immigration Department of Hungary – you no longer fit the status – don’t QUALIFY – for the renewing of your Residency Permit Card – a card granting (2) two years of residency – with no National voting rights – after (2) two years requirement of a “renewing” application process.
WHAT is HAPPENING ???
ARE we – in our THOUSANDS going to be ALLOWED to STAY – live in HUNGARY ???
Why do you want to stay here, in “Orbbanistan” that you whine about daily, anyway?!?!?

Yes, these people, from countrys that are Democratic, not of the European Union, places they come to live and work in Hungary, pay into the Hungarian economy, bought property, paid taxes, that Hungary needs every forint it can get, cost the Hungarian Government absolutely NOTHING but are being CHUCKED out is quite discriminating and erroneous.
Reading DNH – over past weeks these people loosing there Residence Permit status thousands lived here for numbers of years, majority of them don’t speak nor write Hungarian this decision “in place” under Law, being as I write carried out by the Hungarian Immigration Department really is appalling.
It’s deeper why this Government under Orban is “booting” them out than accepting they are from non-membership countrys of the European Union.
That’s falsity.
Residence Permit holders have no right of a vote in our National Elections.
To say – there TALK to-gether, to there Hungarian friends or “others” or if they choose to communicate by “other” means say like using the platform in Daily News Hungary as I do now in comments these Residence Permit Holders being “HEAVED” out of Hungary by our Government – mistaken.
If our Orban led Government as I think they are fearful of these people being under the status of a Residency Permit Card – they MIGHT have influence on the Orban Governments image and reputation that may cause embarrassment or lack of support of votes – what an unwarranted evaluation & decision they have made.
Hungary, we are better off having people in the thousands from democratic countrys like New Zealand, Canada, Australia and America living with us in our communities, “inter-facing ” peacefully, in “harmony” with us, respecting our culture our way of life.
Ok the word DEMOCRACY varies to a degree in the governments of Canada and America to Australia and New Zealand – but they “match up” that the countrys of these “culled” people there Governments come back to FUNDAMENTAL in there practice of Democracy.
I think our Government need’s to revisit this Residence Permit matter, and that those currently holders of living in Hungary from countrys referred in the previous paragraph should be WELCOMED encouragement to remain live or work – with us in Hungary and NOT be “booted out”.
